Hi there is no charge. As you leave the ferry it is next to Richmond park. You walk down steps or there is a ramp for wheel chairs. 2 large monuments and there is a small playground on the site for kids. The view over the river is relaxing ang there is seats in shade to ponder.
During contruction, the best places to park are the Staten Island Ferry parking lot (Free on Sundays) or the courthouse parking garage located at 54 Central Avenue.
