I understand that the Huwon Secret Garden only allows entry if on a guided tour. However, the Changdeokgung Palace Management Office website has a notice stating that all official guided tours are canceled due to the coronavirus. It notes that "self-guided tours available within the designated trail" but does this also include an exception to the prior rule against self-touring Huwon?
