Informally, if you are in Essaouria, you could walk down to the main fishing harbor, and ask around to find a fishing boat and captain. If you wanted to arrange something ahead of time, you might want to contact the Morocco Tourism Board. According to Tripadvisor guidelines for answering questions, "Links, contact information, and advertising are not permitted." I found a contact page where I could ask a question by typing "Morocco visitor bureau contact" into my web browser.
