A federal judge awarded nearly $2 million in damages after ruling that an FBI agent was negligent when he shot and killed a kidnapped Texas man during a botched rescue effort.

When FBI agents arrived at the place where a victim was being held for ransom, one agent fired two rounds, killing the man, who was blindfolded at the time.
