The battery pack Voltage should be a little above the Voltage of the vehicle (a 24 Volt vehicles battery pack should output around 27 Volts, etc.). The battery pack Voltage should start at around 27 Volts and should drop around 1-2 Volts under load. If the Voltage drop is more than 2 Volts then that indicates the battery pack is old, worn out, or faulty and should be replaced. If the motor has a burnt electronics type of smell then it has been previously overheated and should be replaced.

Test the battery pack to make sure it has a minimum of 23 Volts in it. Test the battery pack under load and make sure it does not drop under 23 Volts. Test the motor by disconnecting it from the controller and hot-wiring it to a battery to make sure it works. A good 24 Volt battery pack will have around 27-28 Volts in it after being fully charged.
